Zero Tolerance violations by coaches and/or spectators needs to be reported by the Referees of the match in each of their referee reports according to a sliding scale of 0 to 3 where 0 = no ZT up to 3 = most severe ZT violator. LAW #5, Referees/Refereeing Systems/Ejections/Game Report, is in effect.
A Guide for the referee’s ZT numerical report follows, and specific comments are welcome:

1 | Minor | Some comments. Did not disrupt enjoyment of game by players or distract the referee(s). |
2 | Major | Significant comments. Did disrupt game. Cautions issued or should have been issued. |
3 | Severe | Major distractions for the referee(s). Ejections for ZT occurred or should have. May or may not have considered terminating the game. |
All Red Cards violations issued are reported to the Ejection Secretary, and at the referee’s discretion he can report egregious misconduct or issued red cards to his Referee Assignor.
